The History of Civil Aviation Authority of Malaysia (CAAM)

CAAM was formed in Singapore and Kuala Lumpur in 1947 and 1953 respectively. It becomes a self-accounting department under the Ministry of Transport in 1976 (previously under the Ministry of Post & Telecommunications). Establish as an organisation to provide efficient and safe air transportation. The core business of CAAM is enforcement service to ensure that all aviation activities in its airspace are regulated and conducted in accordance to laws of Malaysia. It also provides Air Traffic Control services to air aircraft in its airspace. Activities that CAA regulates include aircraft certification, registration, personnel certification, airport licensing, air operators certification, air traffic control, air navigation equipment certification. FUNCTION OF CAA MALAYSIA


The Airworthiness Sector of CAA Malaysia carries the regulatory function in respect of airworthiness through the establishment of standards, recommended practices and guidelines, and their enforcement as required by the Civil Aviation Act [CAA] 1969.

PROGRAMS


The primary role of this Sector is to enhance and promote aviation safety through effective and up-to-date airworthiness regulation and by encouraging industry to deliver high standards of airworthiness. Airworthiness activities are regulated through various processes, taking into consideration all aspects of the airworthiness which have an impact on aviation safety. These processes include registration of civil aircraft, certification of aircraft design and built standards, licensing of aircraft maintenance engineers, approval of relevant organizations, development of standards and safety investigation. The Airworthiness regulating activities are:
A. Engineering
  • Certification of aeronautical products
  • Issue of Airworthiness Directives
  • Approval of Modification and Repair
  • Approval of Design Organisations and Production Organisations
B. Repair Stations
  • Investigation of Incidents & Defects
  • Approval of Maintenance Organizations / Repair Stations.
C. Maintenance
  • Initial Issue and Renewal of Certificate of Airworthiness
  • Approval of Aircraft Maintenance & Facilities
  • Continuing Airworthiness Maintenance
  • Investigation of Incidents & Defects
D. Engineers Licensing
  • Examination of Engineers
  • Approval of Training Organizations
  • Licensing of aircraft maintenance engineers

E. Standards
  • Registration of all civil aircraft and aircraft mortgage
  • Develop and update standards, requirement and procedures
  • Analyse airworthiness data, including all occurrence reporting, service difficulties reporting, malfunction and defects.

    1. Sorry for late reply... For your information, Part 66 is for AMEL issues which related to Aircraft Maintenance Engineer License which Part 147 is related Approved Training Organisation... Like that, do you understand?

  3. Hello. I have Some question about DCAM PART 66 license. Please answer the flowing question.

    1.Does DCAM part 66 License is equivalent EASA part 66 license?

    2.Which country will accept the DCAM license?

    3.What is the process of convert DCAM part 66 license to EASA part 66 license ?

      1. Yes, they are equivalent. The only difference is DCAM is for who works in Malaysia and EASA is for whole Europe and middle east countries.

      2. It depends on the NAA each countries. I am not sure about it.

      3. Currently, DCA Malaysia is NOT recognized EASA part 66 in Malaysia. So, it is not possible to convert EASA part 66 to DCAM part 66 license. Otherwise, I am not sure about from DCAM to EASA so you can ask this question to EASA as they may answer your this question.

    2. aiyooh Zjian Q3 Antor ask something u answer something else...answer is there is no way to convert any lic to EASA lic lah...they never accept it since day 1 of EASA

      for Q2 i tolong answer a...few countries that accept dcam lic: OZ, NZ, SG, Brunei, HK, Indo, Thai, UAE, Qatar, Kuwait

    3. The thing is sometimes the rules and regulation is abit diff. Even lesen memandu pun not all country bole convert cuz the way they operate is abit diff. So there is no such thing as convert. But u may check the requirement needed to have caam license as an EASA license holder. Sometimes they change the requirement and rules.

    i would like to ask a question :
    i am one of the aviation college student. i have taken a few dcam exam modules in the aviation college. my question is - if i want to take a dcam exam module from outside, i mean taking it at any dcam branch personally, can all these examination results be combined together ?(dcam exam taken in the college and dcam exam taken privately at dcam branch)

      Sorry for late reply... For your question, I am not sure about it and I think you should DCA Malaysia that side for this question. From my own opinion, I think you can do like that but I am not very sure.

    2. If any foreign country citizen do DCAM license course in Malaysia and get DACM license then have any possibility to find job in malaysia ?

    1. 1. possible to work anywhere even without dcam lic...just need work permit lah aiyoooh
      2. can lah...just get a company to employ you that will go through the hassle to get a work permit for you...but then local with dcam lic also alot unemployed...how?

Hello there, I need an advice on how to start my career, I am diploma holder (Helicopter Engineering) at Unikl Miat and just finish my 2 years B1.3 EASA Programme at the same training organization this July. I have completed 9 modules and 3 still pending. And, recently DCA stated that EASA no longer can convert to DCAM, so should I focus on working outside Malaysia? I need an advice how to start my career as I am very desperate at the moment. Thank you 🙏

    1. Hello,
      For answer your question, I can give two options for your advice. First, what is your plan for start your career? In Malaysia or work abroad? If you plan to work in Malaysia, I suggest you can find those companies that still accept EASA license, get your EASA license first and then proceed with the DCAM license since local aviation industries are accepting DCAM license holders due to our DCA Malaysia's policy. Second option is like you state in your question, work outside Malaysia. For this option, since you are getting to complete all EASA modules, so it shouldn't be a problem for you to gain working experience and collect working schedules if you get to work in one of EASA approved maintenance organisations at overseas. For my conclusion, I can said that it is your choice to choose your path yourself and I just can give an advice to you. I hope you can get what you wish to get. Thank you.

    1. Sorry for late reply. For my suggestion, you can get it in Universiti Kuala Lumpur Malaysian Institute of Aviation Technology (UniKL MIAT). It is Approved Training Organisation (ATO) in Malaysia and accept international student. You can search for this university. Thank you.

  9. hi zijan wai. i love your blog very much. its very useful. i completed my spm last year and im waiting for my results. my dream is to work for the emirates airlines and thier requirement is to complete easa or not gcaa. im really confused now that is the part 66 dcam licence eligible to be used to work in europe and middle east airlines.

      Hi. For your question, dcam license is recognized in some countries but this situation depend on the civil authority of each countries. I can't give you a define answer but you can check it with each airline companies. Thank you.
